    Starting from the provisions of the Constitution of the Republic of North Macedonia, and
    in particular the parts of the preamble referring to "the intention to establish and strengthen the
    rule of law, to guarantee human rights and civil liberties, to ensure peace and coexistence”;
    Strongly condemning the Russian aggression against Ukraine, as an act contrary to
    international law which threatens the territorial integrity and sovereignty of Ukraine;
    Recalling the Charter of the United Nations, the Minsk Agreements, the 1994 Budapest
    Security Guarantee, the Helsinki Final Act and other international instruments;
    Pursuant to Article 68 Paragraph 2 of the Constitution of the Republic of North
    Macedonia, the Assembly of the Republic of North Macedonia, at its session held on 3 March
    2022, adopted
    DECLARATION ON THE CONDEMNATION OF THE MILITARY ATTACKS WHICH THREATEN THE
    TERRITORIAL INTEGRITY AND SOVEREIGNTY OF UKRAINE
    1. Accepting the past, driven by the pursuit of overcoming mutual differences and conflicts
    in a diplomatic manner, in order to protect the existence of all European countries and
    their independence, we, the Members of the Assembly, with this Declaration strongly
    condemn the military attacks which threaten the territorial integrity of Ukraine;
    2. We consider that the unprovoked Russian aggression against Ukraine is a blatant violation
    of international law, which endangers the European security architecture and endangers
    the peace on the continent;
    3. We respect the right of Ukraine, as each and every sovereign state, to decide
    independently on its own internal order and its own international priorities;
    4. We urge the relevant institutions to be in close coordination with NATO member states
    as our allies and EU member states in terms of joint engagement to support diplomatic
    efforts for immediate and unconditional cessation of military actions on the territory of
    Ukraine;

    5. We support the decision of the Government of Ukraine to file a lawsuit before the
    International Court of Justice in The Hague as the highest judicial body of the UN, in order
    to protect its territorial sovereignty and integrity;
    6. We appeal to all political and social actors for responsible behavior and refraining from
    hate speech and spreading misinformation that is contrary to the national interests of the
    state;
    7. We recommend that Macedonian state institutions, through international organizations,
    contribute to the provision of humanitarian aid to Ukrainian refugees, no matter where
    they are staying;
    8. This declaration shall be submitted to the Government, the Ministry of Foreign Affairs and
    the Ministry of Defence.
    9. This Declaration will be published in the "Official Gazette of the Republic of North
    Macedonia”.
