Declaration on Ukraine adopted by the Bulgarian Parliament

DECLARATION OF THE NATIONAL ASSEMBLY OF THE
REPUBLIC OF BULGARIA
The National Assembly of the Republic of Bulgaria,
- Having regard to the Charter of the United Nations,
- Building on the outcomes of the Helsinki Process and the Final Act of the
Conference of 1 August 1975 and the subsequent OSCE documents related
thereto,
- Taking into account the agreements reached in the Minsk Memorandum of 19
September 2014 and the package of measures for the implementation of the
Minsk Agreements adopted and signed on 12 February 2015,
- Recalling the texts of the Budapest Memorandum on Security Assurances in
connection with Ukraine's accession to the Treaty on the Non-Proliferation of
Nuclear Weapons of 5 December 1994,
- Keeping consistent positions supporting the Ukraine’s sovereignty, territorial
integrity and democratic development,
DECLARES:
- Strongly condemns the gross violation of international law by the Russian
Federation and the attack on the territorial integrity through military intervention
against Ukraine.
- Supports Bulgaria's partners and allies in the EU and NATO in discussing a
package of measures, including sanctions, aimed at de-escalating the conflict.
- Supports the Bulgarian government to take the necessary measures, reciprocal
to the seriousness of the challenges to the architecture of international security.
- Supports the Bulgarian government to consider and offer assistance to Ukraine,
which corresponds with the capabilities of the Bulgarian state.
- Supports the Bulgarian government's insistence that the protection of the lives
and health of civilians from the region be an absolute priority.
- Supports the Bulgarian government to assist in obtaining immediate assistance
to Bulgarian citizens and Bulgarians with Ukrainian citizenship living in
Ukraine, including evacuation if necessary.
- Expects the Bulgarian government to propose and present a plan to deal with
the consequences of the military actions.
- Demands that the Russian Federation immediately cease hostilities and return
to full compliance with international law.
