I would however not agree with his justification, as Article 7, item 1 of the Helsinki Convention reads as follows: 1. Whe ever a e viro e tal i pa t assess e t of a proposed a tivity that is likely to ause a sig ifi a t adverse impact on the marine environment of the Baltic Sea Area is required by international law or supra- national regulations applicable to the Contracting Party of origin, that Contracting Party shall notify the Commission and any Contracting Party which may be affected by a transboundary impact on the Baltic Sea Area. As Denmark has informed Sweden about possible transboundary environmental impacts in line with Espoo Convention, I assume that it should have also informed at least Helsinki Commission (HELCOM or Co issio , as referred a ove in the Convention text), even if the Danish authorities did not consider the transboundary impacts on other nations.
