Dear colleagues,
As you may know, parliamentary elections are planned to take place in Georgia on 31
October 2020, and following an invitation from the Minister of Foreign Affairs of Georgia, I
intend for the OSCE Parliamentary Assembly to deploy an election observation mission to
observe these important elections. For this particular observation mission taking place in my
home country I prefer to recuse myself from further responsibilities related to OSCE PA
observation, and have asked Lord Peter Bowness, as the longest-serving OSCE PA Vice-
President, to undertake all relevant responsibilities related to appointment and oversight of this
work. I feel that this is in the best interests of the observation mission and the Assembly, in
order to avoid any possible appearance of conflict of interest.
I understand that the International Secretariat is already in preparations for deploying
such an observation mission and will be distributing further information to all OSCE PA
Delegations, in accordance with our OSCE PA Election Observation Guidelines.
I am sure that we all look forward to following the work of this observation mission in
the coming months.
