    Memorandum on the OSCE PA Observation of the
    Parliamentary Elections in MOLDOVA, 24 February 2019
    Delegation
    Parliamentary elections will be held in Moldova on 24 February 2019, and following an invitation, the OSCE
    PA will deploy an election observation mission to these elections.
    We expect to have delegation of 50 (fifty) participants in this mission. To ensure geographical balance within
    the Assembly mission, we invite each national delegation to nominate up to 10% of the entire expected
    participation; given the current projection this would mean five participants per national delegation.
    Members wishing to participate in this mission are kindly asked to return a completed registration form, as
    well as accreditation forms with a copy of the photograph page from Members’ passports, a digital photo, and
    the completed Code of Conduct for OSCE PA Election Observers to the International Secretariat at
    (eom@oscepa.dk) by 1 February 2019.
    Accommodation
    Parliamentary briefings will be held in Chisinau on 22-23 February 2019. The Temporary OSCE PA
    Headquarters will be located in Chisinau as well. The International Secretariat of the OSCE Parliamentary
    Assembly will distribute the details on the recommended hotel for accommodation in Chisinau as soon as
    possible.

    Election Day and Deployment
    On Election Day, Members will generally work in teams of two. We kindly ask to mark your preferences for
    the deployment in the registration form. The International Secretariat will try to take your preference into
    consideration while preparing the deployment plan for the Mission. Please note that additional locations may
    be suggested depending upon developments in coming weeks. Therefore, we ask observers NOT to make
    specific travel arrangements (transportation/hotels) within Moldova without first consulting with the
    International Secretariat. This will help to ensure balanced deployment coverage for the observation mission.
    Interpreter / Driver on Election Day
    Further information on arrangements for cars/drivers and interpreters for our teams for Election Day will be
    communicated in due time. Please let the Secretariat know if your Embassy in Moldova will provide Members
    with a car or/and an interpreter during the Election Day.
    Visa Information
    We strongly advise observers to apply and obtain a visa well in advance of departing for Moldova by contacting
    the relevant consulate. Attached is the invitation to the OSCE Parliamentary Assembly, welcoming an
    observation mission.
    We would like to remind you that national parliaments are responsible for their own Member’s expenses,
    including any hotel cancellations. We also urge Members to have health and travel insurance that is valid
    in Moldova.

    Dear Heads of Delegations,
    Parliamentary elections will be held in Moldova on 24 February 2019, and following an
    invitation, the OSCE Parliamentary Assembly will deploy an election observation mission to
    these elections.
    Please find attached a registration form for Members wishing to observe these elections.
    We kindly ask you to return the completed form with a copy of the photograph page from
    Members’ passports, a digital photo, and the completed accreditation form as well as Code of
    Conduct for OSCE PA Election Observers to the International Secretariat at (eom@oscepa.dk)
    as soon as possible, but no later than 1 February 2019. Please note that due to registration
    procedures, we may not be able to accommodate those who register after the deadline.

    Further information, including a detailed programme, will be distributed to participants
    in due course. Please note that the dates for this Election Observation Mission will coincide
    with the dates of the OSCE PA Winter Meeting that will be held in Vienna on 21-22 February
    2019. The programme of the election observation mission will be organized to accommodate as
    much as possible participation in the Winter Meeting prior to attendance in the briefing
    programme which is expected to be held during the 2 days before election day in Chisinau.
    I wish to remind you that national parliaments are responsible for their Members’
    expenses and that only English interpretation will be provided in meetings and briefings.
