1 MINUTES STANDING COMMITTEE OF THE OSCE PARLIAMENTARY ASSEMBLY Berlin Saturday 7 July 2018 2.00 pm. 1. Call to Order The meeting was opened at 2.10 pm with Mr George TSERETELI (Georgia), President of OSCE PA, in the Chair. 2. Adoption of the Agenda The draft agenda was adopted. 3. Practical and procedural matters for the 27th Annual Session 3.1 Ratification of the membership of the three General Committees The Standing Committee ratified the membership of the General Committees in accordance with Rule 36.2. 3.2 Supplementary Items The PRESIDENT informed the Standing Committee that 16 supplementary items had been submitted in accordance with Rule 21. The PRESIDENT further informed the Standing Committee that the principal sponsor of supplementary item no. 10, Ms. Doris BARNETT (Germany), had agreed that the item should not be placed on the agenda, but should proceed instead in accordance with Rule 21.3. The PRESIDENT reminded the Standing Committee that, under Rule 21.1, a majority of two-thirds of members of the Standing Committee voting was required to add an item to the agenda. The Standing Committee proceeded to vote on the addition of the following items to the agenda: OSCEs Parlamentariske Forsamling 2017-18 OSCE Alm.del Bilag 26 Offentligt 2 Item 1: Ongoing Violations of Human Rights and Fundamental Freedoms in the Autonomous Republic of Crimea and the City of Sevastopol, Ukraine (Mr. Gerasymov, Ukraine) Speakers: Mr. Petr TOLSTOI (Russian Federation), Mr. Serhiy VYSOTSKYI (Ukraine). The Standing Committee proceeded to vote on whether to add this supplementary item to the Agenda. Ayes: 27 Noes: 6 The item was therefore added to the agenda. Item 2: Promoting Connectivity in the OSCE Area Through Development of Transport Links and Corridors, Including by Revitalizing the Ancient Silk Road (Mr. Guliyev, Azerbaijan) Item 3: Implementing Trafficking-Free Communities (Mr. Smith, USA) Item 4: Preventing and Countering Terrorism, Violent Extremism and Radicalization that Leads to Terrorism (Mr. Voridis, Greece) Item 5: Counteracting Propaganda for Hatred and War in the OSCE Area (Mr. Kasciunas, Lithuania) The Standing Committee agreed by consensus to add these items to the agenda. Item 6: Violations of Human Rights and Fundamental Freedoms in the Russian Federation (Ms. Cederfelt, Sweden) Speakers: Mr. Petr TOLSTOI (Russian Federation), Ms. Margareta CEDERFELT (Sweden). The Standing Committee proceeded to vote on whether to add this supplementary item to the Agenda. Ayes: 25 Noes: 8 The item was therefore added to the agenda. Item 7: A Shared Priority: Fostering Peace and Security Through Enabling Young People to Reach Their Full Potential (Mr. G. Farrugia, Malta) 3 Item 8: Preventing and Combating Gender-Based Violence (Ms. Fry, Canada) The Standing Committee agreed by consensus to add these items to the agenda. Item 9: Ten Years After the August 2008 War in Georgia (Ms. Katsarava, Georgia) Speakers: Mr. Petr TOLSTOI (Russian Federation), Ms. Sofio KATSARAVA (Georgia). The Standing Committee proceeded to vote on whether to add this supplementary item to the Agenda. Ayes: 29 Noes: 2 The item was therefore added to the agenda. Item 11: Promotion of the Digital Economy in the Interests of Ensuring Economic Growth in the OSCE Area (Mr. Pirshtuk, Belarus) Item 12: Minors on the Move: The Role of the OSCE and the OSCE Parliamentary Assembly in Building an Effective Protection Framework (Ms. Lanjri, Belgium) Item 13: Strengthening the OSCE’s Approach to Supporting Security Sector Governance and Reform in Participating and Partner States (Ms. Kiener Nellen, Switzerland) Item 14: Connectivity and Alignment of Integration Processes in the OSCE Area (Mr. Dzhabarov, Russian Federation) Item 15: Response to Demographic Challenges in the OSCE Area (Mr. Cosido, Spain) Item 16: Reaffirming the Commitment to and Guarantees of the Effective Operation of the OSCE (Ms. Bellens, Belgium) The Standing Committee agreed by consensus to add these items to the agenda. The following supplementary items were added to the agenda of the Annual Session: 1. Report by the Treasurer Ms Doris BARNETT (Germany) presented the Treasurer’s Report to the Standing Committee. The PRESIDENT addressed the Assembly. DECISION: The Standing Committee unanimously approved the Budget for the financial year 1 October 2018 to 30 September 2019. The Budget would be made available to the Assembly in accordance with paragraph 2 of Rule 41 of the Rules of Procedure. 6 The Secretary-General addressed the Assembly. 5. Report of the President of the OSCE Parliamentary Assembly The PRESIDENT addressed the Standing Committee. Speakers: Ms. Bahar MURADOVA (Azerbaijan), Mr. Mark PRITCHARD (United Kingdom), Mr. Fatmir MEDIU (Albania), Mr. Sergii VYSOTSKI (Ukraine), Mr. Christopher SMITH (USA), Mr. Petr TOLSTOI (Russian Federation), Ms. Margareta KIENER NELLEN (Switzerland). The PRESIDENT further addressed the Standing Committee. 6. Consideration of the Proposal to Amend Rule 45.1 of the Rules of Procedure The PRESIDENT addressed the Standing Committee. Speaker: Mr. Victor-Paul DOBRE (Romania). DECISION: The Standing Committee agreed by consensus to the amendment to Rule 45.1. 7. Review of Current International Political Issues Speakers: Mr. Christopher SMITH (USA), Mr. Roger WICKER (USA), Ms. Hermine NAGHDALYAN (Armenia), Mr. Vladimir GJORCEV (the former Yugoslav Republic of Macedonia). 8. Reports and Information on Activities of the OSCE Parliamentary Assembly Ms. Margareta CEDERFELT, Head of the OSCE PA delegation, reported on the limited election observation mission to the 4 March parliamentary elections in Italy. Mr. Michael Georg LINK, Special Co-ordinator and leader of the short-term OSCE observer mission, reported on the election observation mission to the 18 March presidential election in the Russian Federation. Ms. Nilza de SENA, Special Co-ordinator and leader of the short-term OSCE observer mission, reported on the election observation mission to the 11 April early presidential election in Azerbaijan. Mr. Petr OSUSKY, Head of the OSCE PA Delegation, intervened relating to the election observation mission to the 24 June early presidential and parliamentary elections in Turkey. The PRESIDENT noted that in the absence of the Turkish delegation from the Berlin meeting, the report would be raised in the next Standing Committee, at the Autumn Meeting. 7 The PRESIDENT reminded the Standing Committee that information would be distributed concerning forthcoming election observation missions. Lord BOWNESS (United Kingdom) reported on the activities of the Sub-Committee on Rules of Procedure and Working Practices. Ms Nahima LANJRI (Belgium) reported on the activities of the Ad Hoc Committee on Migration. Mr. Makis VORIDIS (Greece) reported on the activities of the Ad Hoc Committee on Terrorism. Mr Pascal ALLIZARD (France) reported on his activity as Special Representative on Mediterranean Affairs. Mr. Kent HARSTEDT (Sweden) reported on his activity as Special Representative on Eastern Europe. Mr. Christopher SMITH (United States) reported on his activity as Special Representative on Human Trafficking Issues. 9. Report by the Secretary General of the OSCE Parliamentary Assembly Mr. Roberto MONTELLA (Secretary General of the OSCE Parliamentary Assembly) presented his report. Future OSCE PA Meetings Autumn Meeting (Bishkek, 3 – 5 October 2018) Speaker: Mr. Isa OMURKULOV, Head of the Delegation of Kyrgyzstan. 28th Annual Session (Luxembourg, 5–9 July 2019) Speaker: Mr. Mars DI BARTOLOMEO, President of the Chamber of Deputies of Luxembourg and Head of the Delegation of Luxembourg. Autumn Meeting 2019 (Marrakech, October 2019) Speaker: Mr. Mohamed EL BAKKOURI, Head of the Partner for Co- operation Delegation of Morocco. 8 11. Other Business There was no other business. 12.
