    Memorandum on the OSCE PA Observation of the
    Parliamentary Elections in Italy, 4 March 2018
    Delegation
    Parliamentary elections will be held in Italy on 4 March 2018, and following an invitation to observe, the
    OSCE PA will deploy a limited election observation mission to these important elections.
    Each national delegation is invited to nominate up 3 Members of Parliament, in addition to members of the
    OSCE PA Bureau to this limited election observation mission.
    Members wishing to participate in this mission are kindly asked to return completed registration form, with a
    copy of the photograph page from Members’ passports, a digital photo, and the completed Code of Conduct for
    OSCE PA Election Observers to the International Secretariat at (eom@oscepa.dk) by 8 February 2018.
    Accommodation
    Parliamentary briefings will be held in Rome on 2-3 March 2018. The Temporary OSCE PA Headquarters
    will be located in Rome as well. The International Secretariat of the OSCE Parliamentary Assembly will
    distribute the details on the recommended hotel for accommodation in Rome as soon as possible.

    Election Day
    On Election Day, Members will generally work in teams of two. Suggestions for the regional deployment, as
    well as recommended travel options are attached to this Memorandum. We kindly ask Members to indicate
    preferred deployment destination and communicate it to the International Secretariat (email: eom@oscepa.dk;
    tel: +45 60 10 81 73) as soon as possible but no later than the registration deadline for the Mission on
    Thursday 8 February 2018.
    Local Staff on Election Day
    We strongly encourage members to first contact their respective Embassies and/or consulates to
    determine the possibility of embassy support for identifying suitable interpreters and drivers for the
    election-day observation and to kindly inform the Secretariat if such assistance is possible.
    The International Secretariat is working on identifying appropriate individuals to serve as interpreters for
    election-day observation. The cost for an OSCE organized interpreter on Election Day is expected to be 130
    EUR in total (65 EUR per observer) to be paid in person in cash at the end of the day of observation directly
    by each observer.
    We are exploring options for transportation during election day. Further details on transportation as well as
    costs for a OSCE PA-identified car/driver on Election Day will be communicated as soon as possible.
    Visa Information
    We strongly advise observers to apply and obtain a visa well in advance of departing for Italy by contacting the
    relevant consulate. Attached is the invitation to the OSCE Parliamentary Assembly, welcoming an observation
    mission.
    We would like to remind you that national parliaments are responsible for their own Member’s expenses,
    including any hotel cancellations. We also urge Members to have health and travel insurance that is valid
    in Italy.

    Dear Heads of Delegations,
    Parliamentary elections will be held in Italy on 4 March 2018, and following an invitation to
    observe, the OSCE PA will deploy a limited election observation mission to these important
    elections.
    Please find attached a registration form for Members wishing to observe these elections.
    We kindly ask you to return the completed form with a copy of the photograph page from
    Members’ passports, a digital photo, and the completed Code of Conduct for OSCE PA Election
    Observers to the International Secretariat at (eom@oscepa.dk) as soon as possible, but no
    later than 8 February 2018. Please note that due to registration procedures, we may not be able
    to accommodate those who register after the deadline.
    To ensure geographical balance within the Assembly mission, each national delegation
    may nominate up 3 Members of Parliament, in addition to members of the OSCE PA Bureau.
    Further information, including a detailed programme, will be distributed to participants
    soon. Briefings for the mission are expected to be held during the 2 days before election day in
    Rome, and Members are reminded that in accordance with the OSCE PA’s Astana Declaration
    of 2008, participants are expected to attend the full briefing programme as well as the de-
    briefing on the day following the election.

    expenses and that only English interpretation will be provided in meetings and briefings.

    Code of Conduct for OSCE Observers EN

    Code of Conduct for OSCE PA Election Observers
    Respect the Laws of the Country and the Authority of Electoral Bodies
    Observers will comply with all national laws and regulations of the host country and the authority of the bodies in
    charge of administering the electoral process. Observers will not take any unnecessary or undue risks. Each
    observer’s personal safety overrides all other considerations.
    Respect the Integrity of the Election Observation Mission
    Observers will attend all required mission briefings and debriefings and adhere to the deployment plan and all other
    instructions provided by the Election Observation Mission. Observers will remain on duty throughout Election
    Day, including observation of the vote count and, if instructed, the next stage of tabulation.
    Maintain Strict Political Impartiality at All Times
    Observers will maintain strict impartiality in the conduct of their duties and will, at no time, publicly express or
    exhibit any bias or preference in relation to national authorities, parties, candidates, or with reference to any issues
    in contention in the election process.
    Do Not Obstruct Election Processes
    Observers will undertake their duties in an unobtrusive manner and will not interfere in the electoral process.
    Observers may raise questions with election officials and bring irregularities to their attention, but they must not
    give instructions or countermand their decisions.
    Provide Appropriate Identification
    Observers will carry any prescribed identification issued by the host government or election commission and will
    identify themselves to any authority upon request.
    Refrain from Making Comments to the Public or the Media
    Observers will not make any comments to the media on the electoral process or on the substance of their
    observations, and any comment to the media will be limited to general information about the observation mission
    and the role of the observers. Observers will inform media about any intended post-election statements to be issued
    by the leadership on behalf of the observation mission.
    Accuracy of Observations and Professionalism
    Observers will base all conclusions on their personal observations or on clear and convincing facts or evidence.
    Observers will exhibit the highest levels of personal discretion and professional behaviour at all times.

    Conduct and that all of my activities as an election observer will be conducted completely in accordance with it. I
    have no conflicts of interest, political, economic nor other, that will interfere with my ability to be an impartial
    election observer and to follow the Code of Conduct.
    I understand that serious violations of this Code of Conduct may result in the withdrawal of my
    accreditation or my dismissal from the election observation mission. The authority for such determinations
    rests solely with the leadership of the election observation mission.
