    Dear Heads of Delegations,
    Presidential election will be held in the Russian Federation on 18 March 2018, and in
    anticipation of an invitation to observe, the OSCE PA will deploy an election observation mission to
    these important elections.
    Please find attached a registration form for Members wishing to observe these elections.
    We kindly ask you to return the completed form with a copy of the photograph page from
    Members’ passports, a digital photo, and the completed Code of Conduct for OSCE PA Election
    Observers to the International Secretariat at (eom@oscepa.dk) as soon as possible, but no
    later than 16 February 2018. Please note that due to registration procedures, we may not be
    able to accommodate those who register after the deadline.
    To ensure geographical balance within the Assembly mission, each national delegation
    may nominate up to 10% of the entire expected participation. We therefore invite each
    national delegation to nominate up to ten participants.
    Further information, including a detailed programme, will be distributed to participants
    soon. Briefings for the mission are expected to be held during the 2 days before election day in
    Moscow, and Members are reminded that in accordance with the OSCE PA’s Astana
    Declaration of 2008, participants are expected to attend the full briefing programme as well as
    the de-briefing on the day following the election.
    I wish to remind you that national parliaments are responsible for their Members’
    expenses and that only English interpretation will be provided in meetings and briefings.

    Code of Conduct for OSCE PA Election Observers
    Respect the Laws of the Country and the Authority of Electoral Bodies
    Observers will comply with all national laws and regulations of the host country and the authority of the bodies in
    charge of administering the electoral process. Observers will not take any unnecessary or undue risks. Each
    observer’s personal safety overrides all other considerations.
    Respect the Integrity of the Election Observation Mission
    Observers will attend all required mission briefings and debriefings and adhere to the deployment plan and all other
    instructions provided by the Election Observation Mission. Observers will remain on duty throughout Election
    Day, including observation of the vote count and, if instructed, the next stage of tabulation.
    Maintain Strict Political Impartiality at All Times
    Observers will maintain strict impartiality in the conduct of their duties and will, at no time, publicly express or
    exhibit any bias or preference in relation to national authorities, parties, candidates, or with reference to any issues
    in contention in the election process.
    Do Not Obstruct Election Processes
    Observers will undertake their duties in an unobtrusive manner and will not interfere in the electoral process.
    Observers may raise questions with election officials and bring irregularities to their attention, but they must not
    give instructions or countermand their decisions.
    Provide Appropriate Identification
    Observers will carry any prescribed identification issued by the host government or election commission and will
    identify themselves to any authority upon request.
    Refrain from Making Comments to the Public or the Media
    Observers will not make any comments to the media on the electoral process or on the substance of their
    observations, and any comment to the media will be limited to general information about the observation mission
    and the role of the observers. Observers will inform media about any intended post-election statements to be issued
    by the leadership on behalf of the observation mission.
    Accuracy of Observations and Professionalism
    Observers will base all conclusions on their personal observations or on clear and convincing facts or evidence.
    Observers will exhibit the highest levels of personal discretion and professional behaviour at all times.

    Memorandum on the OSCE PA Observation of the
    Presidential Election in the Russian Federation, 18 March 2018
    Delegation
    A Presidential election will be held in the Russian Federation on 18 March 2018, and in anticipation of an
    invitation to observe, the OSCE PA will deploy an election observation mission to this important election.
    To ensure geographical balance within the Assembly mission, each national delegation may nominate up to
    10% of the entire expected participation. We therefore invite each national delegation to nominate up to 10
    (ten) participants.
    Members wishing to participate in this mission are kindly asked to return a completed registration form, as
    well as accreditation forms with a copy of the photograph page from Members’ passports, a digital photo, and
    the completed Code of Conduct for OSCE PA Election Observers to the International Secretariat at
    (eom@oscepa.dk) by 16 February 2018.
    Accommodation
    The International Secretariat of the OSCE Parliamentary Assembly has pre-booked hotel rooms at Hotel
    National Moscow for this Election Observation Mission at the rate of 13,452 RUB (approx. 195 EUR), single
    occupancy, breakfast and VAT included. The corresponding Hotel Booking form will be distributed shortly.

    Airport transfers

    Election Day
    On Election Day, Members will generally work in teams of two. Here you can see the information on various
    destinations in the Russian Federation.

    Please note the International Secretariat will provide the list of deployment destinations as well as
    recommendation for travel and accommodation arrangements in the regions shortly. We ask observers not to
    make specific travel arrangements (transportation/hotels) within the Russian Federation without first
    consulting with the International Secretariat. This will help to ensure balanced deployment coverage for
    the observation mission.
    Interpreter / Driver on Election Day
    The OSCE/ODIHR will assist us in finding suitable cars/drivers and interpreters for our teams for Election
    Day. Please let the Secretariat know if your Embassy in Russia will provide Members with a car or/and
    an interpreter.
    Cost of Election Day Driver and Interpreter
    OSCE organized interpreters and drivers should be paid in person in cash at the end of the day of
    observation directly by each observer. The cost for an OSCE organized interpreter/car on Election Day
    will be communicated shortly.
    Visa Information
    We strongly advise observers to apply and obtain a visa well in advance of departing for the Russian Federation
    by contacting the relevant consulate. An official invitation to observe, which can facilitate visa procedures, is
    anticipated in the near future.
    We would like to remind you that national parliaments are responsible for their own Member’s expenses,
    including any hotel cancellations. We also urge Members to have health and travel insurance that is valid
    in the Russian Federation.
