1 MINUTES STANDING COMMITTEE OF THE OSCE PARLIAMENTARY ASSEMBLY Minsk Wednesday 5 July 2017 9.30 a.m. 1. Call to Order The meeting was opened at 9.35 a.m. with Ms. Christine MUTTONEN (Austria), President of OSCE PA, in the Chair. 2. Adoption of the Agenda The draft agenda was adopted. 3. Report of the President of the OSCE Parliamentary Assembly The PRESIDENT addressed the Standing Committee. Speaker: Mr. George TSERETELI (Georgia). The PRESIDENT further addressed the Standing Committee. Speakers: Mr. Artur GERASYMOV (Ukraine), Mr. Azay GULIYEV (Azerbaijan), Mr Celil GOCER (Turkey). The PRESIDENT further addressed the Standing Committee. 4. General Committees The Standing Committee ratified the membership of General Committees in accordance with Rule 36.2. 5. Supplementary Items The PRESIDENT informed the Standing Committee that 15 supplementary items had been submitted in accordance with Rule 21. The PRESIDENT reminded the Standing Committee that, under Rule 21.1, a majority of two-thirds of members of the Standing Committee voting was required to add an item to the agenda. OSCEs Parlamentariske Forsamling 2016-17 OSCE Alm.del Bilag 23 Offentligt 2 The Standing Committee proceeded to vote on the inclusion of the following items on the agenda: Item 1: PREVENTING CHILD SEXUAL EXPLOITATION ONLINE THROUGH ADVANCES IN TECHNOLOGY(Mr. Christopher Smith, USA) The Standing Committee agreed by consensus to include this item on the agenda. Item 2: RESTORATION OF THE SOVEREIGNTY AND TERRITORIAL INTEGRITY OF UKRAINE (Mr. Artur Gerasymov, Ukraine) Speakers: Mr. Petr TOLSTOI (Russian Federation), Mr. Artur GERASYMOV (Ukraine). The Standing Committee proceeded to vote on whether to include this supplementary item on the Agenda. Ayes: 26 Noes: 2 The item was therefore included on the agenda. Item 3: STRENGTHENING ENERGY SECURITY IN THE OSCE REGION (Ms. Olga Bielkova, Ukraine) The Standing Committee agreed by consensus to include this item on the agenda. Item 4: PROMOTING GENDER INCLUSIVE AND RESPONSIVE MEDIATION (Ms. Hedy Fry, Canada) The Standing Committee agreed by consensus to include this item on the agenda. Item 5: THE SITUATION IN BELARUS (Mr. Laurynas Kasciunas, Lithuania) Speakers: Mr. Kent HARSTEDT (Sweden), Mr. Virginjus SINKEVICIUS (Lithuania). The Standing Committee proceeded to vote on whether to include this supplementary item on the Agenda. Ayes: 8 Noes: 20 The item was not therefore included on the agenda. 3 Item 6: DEVELOPING A TIMELYAND EFFECTIVE LEGISLATIVE, REGULATORY AND ADMINISTRATIVE RESPONSE TO THE EMERGENCE OF NEW PSYCHOACTIVE SUBSTANCES (Mr. Boleslav Pirshtuk, Belarus) The Standing Committee agreed by consensus to include this item on the agenda. Item 7: MULTICULTURALISM – THE ROLE OF CULTURAL VALUES IN THE DEVELOPMENT OF DEMOCRACY IN THE CONTEXT OF GLOBALIZATION (Mr. Tahir Mirkishili, Azerbaijan) The Standing Committee agreed by consensus to include this item on the agenda. Item 8: ABOLITION OF THE DEATH PENALTY(Ms. Isabel Santos, Portugal) The Standing Committee agreed by consensus to include this item on the agenda. Item 9: DRINKING WATER: FOSTERING CO-OPERATION TO PROTECT A SCARCE RESOURCE ADVERSELY AFFECTED BY CLIMATE CHANGE (Mr. Godfrey Farrugia, Malta) The Standing Committee agreed by consensus to include this item on the agenda. Item 10: OBSERVATION OF NEW VOTING TECHNOLOGIES (Mr. Bjorn Soder, Sweden) The Standing Committee agreed by consensus to include this item on the agenda. Item 11: THE SITUATION IN EASTERN EUROPE (Mr. Christian Holm Barenfeld, Sweden) Speaker: Mr. Kent HARSTEDT (Sweden). The Standing Committee proceeded to vote on whether to include this supplementary item on the agenda. Ayes: 33 Noes: 3 The item was therefore included on the agenda. Item 12: STRENGTHENING THE ROLE OF THE OSCE IN COUNTERING TERRORISM (Mr. Nikolay Kovalev, Russian Federation) The Standing Committee agreed by consensus to include this item on the agenda. 4 Item 13: THE INADMISSIBILITYOF DISCRIMINATION AND INTOLERANCE WITH REGARD TO CHRISTIANS, MUSLIMS AND MEMBERS OF OTHER RELIGIONS (Ms. Liudmila Narusova, Russian Federation) The Standing Committee agreed by consensus to include this item on the agenda. Report by the Treasurer Ms Doris BARNETT (Germany) presented the Treasurer’s Report to the Standing Committee. Speakers: Mr. Alan FARRELL (Ireland), Mr. Alain NERI (France). The Treasurer and the Secretary General responded. Speaker: Mr. Alain NERI (France). DECISION: The Standing Committee unanimously approved the Budget for the financial year 1 October 2017 to 30 September 2018. 6 The Budget would be made available to the Assembly in accordance with paragraph 2 of Rule 41 of the Rules of Procedure. The Standing Committee endorsed the Financial Regulations. 7. Reports and Information on Activities of the OSCE Parliamentary Assembly Mr. Ignacio SANCHEZ AMOR, Special Co-ordinator and leader of the short-term OSCE observer mission, reported on the election observation mission to the parliamentary elections in Armenia. Mr. Roberto BATTELLI, Special Co-ordinator and leader of the short-term OSCE observer mission, reported on the election observation mission to the parliamentary elections in Albania. Mr. Guglielmo PICCHI, Special Co-ordinator and leader of the short-term OSCE observer mission, reported on the election observation mission to the presidential elections in Mongolia. The PRESIDENT announced plans to observe the upcoming elections in Germany (24 September) and Kyrgyzstan (15 October) and informed the Standing Committee that further information would be distributed concerning these forthcoming election observation missions. Speakers: Mr. Ulan PRIMOV (Kyrgyzstan), Ms Hermine NAGHDALYAN (Armenia). The PRESIDENT proposed the creation of an ad hoc committee on anti-terrorism. DECISION: The Standing Committee unanimously approved the creation of an ad hoc committee on anti-terrorism. The PRESIDENT announced plans to engage in consultations related to the work of the Ad Hoc Committee on Strengthening OSCE Engagement Through Transparency and Reform, formerly known as the Ad Hoc Committee on Transparency and Reform of the OSCE. Mr. Kent HARSTEDT (Sweden) reported on the activities of the Ad Hoc Working Group on Belarus. Ms. Arta DADE (Albania) reported on the activities of the Parliamentary Team on Moldova. Mr. Filippo LOMBARDI (Switzerland) reported on the activities of the Ad Hoc Committee on Migration. Speaker: Mr Celil GOCER (Turkey). 7 Mr. Ilkka KANERVA (Finland) reported on his activity as Special Representative on Mediation. Mr. Nikolay KOVALEV (Russia) reported on his activity as Special Representative on Terrorism. Mr. Ola ELVESTUEN (Norway) reported on his activity as Special Representative for Arctic Issues. Mr. Kristian VIGENIN (Bulgaria) reported on his activity as Special Representative on the South Caucasus. Lord BOWNESS, a Vice-President of the Assembly, took the Chair. Report by the Secretary General of the OSCE Parliamentary Assembly Mr. Roberto MONTELLA (Secretary General of the OSCE Parliamentary Assembly) presented his report. Future OSCE Meetings Autumn Meeting (Andorra La Vella, 3 – 5 October 2017) Speaker: Ms. Meritxell PALMITJAVILA, Head of the Delegation of Andorra. 27th Annual Session (Berlin, 7–11 July 2018) Speaker: Ms. Doris BARNETT, Head of the Delegation of Germany. Autumn Meeting 2018 (Bishkek, October 2018) Speaker: Mr. Ulan PRIMOV (Kyrgyzstan). 8 10. Other Business There was no other business. 11.
