    PC Brief Week 25, 2016
    This week, there were meetings of the Permanent Council (PC), the Security
    Committee, the Advisory Committee on Management and Finance (ACMF), and
    other informal meetings. Additionally, there was the full-day fifth “Annual Discussion
    on the Implementation of the Code of Conduct on Politico-Military Aspects of
    Security”. Also, PA SG Roberto Montella continued his visit to Vienna, which
    included meeting with OSCE SG Zannier and participation in the regular Monday
    morning coordination meeting with the OSCE Secretariat.
    The PC did not take decisions. There were the usual debates on the usual topics.
    Russia referred to the invitation it had extended to the ODIHR to observe its general
    elections later this year. OSCE SG Amb. Zannier, in his report, also spoke about his
    meetings with OSCE PA SG Montella. The Swiss delegation announced the next
    meeting of the Working Group on Migration, to be held next Monday, and the
    cooperation with the OSCE PA during this meeting.
    As reported in the News from Copenhagen I delivered a keynote at the Code of
    Conduct Implementation meeting. I highlighted the PA’s contribution to the Code of
    Conduct Conference in Berlin earlier this month organized jointly by Germany’s
    2016 OSCE Chairmanship and the OSCE Conflict Prevention Center (CPC) and in
    partnership with the PA. I also briefed the audience about the very detailed 2014
    Baku resolution of the OSCE PA. CPC Director Ambassador Marcel Pesko, in his
    opening remarks, elaborated on the PA extensive contribution to the topic and
    thanked for its contribution to the Berlin conference. The representative of the
    German Chairmanship also reiterated her appreciation.
    The OSCE Chairmanship has distributed a draft Ministerial Council Decision which
    would hand over the 2018 Chairmanship of the OSCE to Italy (after Austria in
    2017).
