    RE: Sub-Committee on the Rules of Procedure and Working Practices
    Dear Peter,
    Following discussions both during our Standing Committee meeting in Vienna, and more
    recently during the OSCE PA’s Bureau meeting in Copenhagen, and in accordance with Rule 45 of
    the Rules of Procedure, I have decided to appoint a newly composed Sub-Committee to examine the
    OSCE PA’s Rules of Procedure and working practices.
    I believe that it is important for us to engage in a serious discussion of how best to maximize
    the impact and effectiveness of the OSCE PA’s work, and it has been noted on a number of
    occasions that various adjustments in the working procedures of the Assembly could facilitate this
    process. It is for this reason that I would like to gather a group of Members of our Assembly to
    consider a whole range of ideas on what the OSCE PA should be doing, and how best to get there.
    In recognition that some ideas to come out of this process may – but will not necessarily – require
    changes to our rules, under Paragraph 1 of Rule 45 of our Rules of Procedure, I am reconstituting a
    Sub-Committee on Rules and Working Practices.
    I was delighted to know that you have agreed to serve on the Sub-Committee on the Rules
    of Procedure and Working Practices and I am pleased to appoint you to serve in that capacity. Your
    experience in the OSCE PA will be of great value and I am sure that you will make a substantial
    contribution to the work of the Sub-Committee. The Sub-Committee will continue to be chaired by
    Vice-President Lord Peter Bowness (United Kingdom).
    In the weeks to come I will be circulating my Vision document for the OSCE PA, which I
    hope will also be a useful contribution to the work of the Committee.
    Thank you for your consideration. I look forward to your contribution to the OSCE PA’s
    future work.
