Dear Heads of Delegations,
Midterm elections will be held in the United States on 4 November 2014, and
OSCE PA President Ilkka Kanerva has decided to deploy a Limited Election Observation
Mission to this election.
Please find attached a registration form for Members wishing to observe the
elections in the United States. We kindly ask you to return the completed form with a
copy of the photograph page from Members’ passports to Dana Bjerregaard at the
International Secretariat at (dana@oscepa.dk) as soon as possible, but no later than 3rd
October 2014. Please note that due to registration procedures, we may not be able to
accommodate those who register after the deadline.
As this is mission is limited in scope, each national delegation is invited to
nominate Bureau Members, plus up to two Members (and one staff) to this mission.
Further information, including a detailed programme, will be distributed to
participants soon. Briefings for the mission which are expected to be organized in co-
operation with the International Foundation for Electoral Systems, and are expected to be
held beginning 2-3 days before election day. Members are reminded that in accordance
with the OSCE PA’s Astana Declaration of 2008, participants are expected to attend the
full briefing programme as well as the de-briefing on the day following the election.
I wish to remind you that national parliaments are responsible for their Members’
expenses and that only English interpretation will be provided in meetings and briefings.
