Dear Heads of Delegations,
Parliamentary elections have been called in Ukraine for 26 October 2014, and
following an invitation from the Chairman of the Verkhovna Rada of Ukraine, OSCE PA
President Ilkka Kanerva has decided to deploy an Election Observation Mission to these
important elections. President Kanerva has nominated Vice-President Kent Harstedt to
serve as OSCE Special Co-ordinator and Vice-President Doris Barnett to serve as Head
of the OSCE PA delegation for these elections.
Please find attached a registration form for Members wishing to observe the
election in Ukraine. We kindly ask you to return the completed form with a copy of the
photograph page from Members’ passports to Operations Officer Iryna Sabashuk at the
International Secretariat at (eom@oscepa.dk) as soon as possible, but no later than 10
October 2014. Please note that due to registration procedures, we may not be able to
accommodate those who register after the deadline.
To ensure geographical balance within the Assembly mission, each national
delegation may nominate up to 10% of the entire participation. We therefore invite each
national delegation to nominate up to 10 participants.
Further information, including a detailed programme, will be distributed to
participants soon. Briefings for the mission are expected to be held 2-3 days before
election day, and Members are reminded that in accordance with the OSCE PA’s Astana
Declaration of 2008, participants are expected to attend the full briefing programme as
well as the de-briefing on the day following the election.
I wish to remind you that national parliaments are responsible for their Members’
expenses and that only English interpretation will be provided in meetings and briefings.
