On 28/09/2021, the committee heard a statement by the rapporteur on recent developments and his fact-finding visit to meet relevant Belarusian political stakeholders living abroad, in Vilnius (Lithuania) on 1 and 2 September and in Warsaw (Poland) on 2 and 3 September 2021. On 06/12/2021, the committee heard a statement by the rapporteur followed by an exchange of views; expressed broad support for the rapporteur’s proposal to hold a hearing on constitutional reform in Belarus during the January 2022 part-session with the participation of a representative of the Venice Commission, a representative of the Belarusian authorities and a representative of the Belarusian opposition and asked the rapporteur to explore, with the potential participants, the feasibility of holding such a hearing; furthermore, asked the rapporteur to explore the feasibility of holding a hearing on an inclusive national political process in Belarus at a later stage, with the participation of representatives of the Belarusian Parliament and of the opposition, and to come back to the Committee with a proposal. On 25/01/2022, the committee held a hearing on constitutional reform in Belarus with the participation of Ms Simona Granata-Menghini, Secretary, Secretariat of the Venice Commission; Mr Andrei Savinykh, Chairperson of the Standing Commission on International Affairs, House of Representatives of the National Assembly of the Republic of Belarus; Mr Anatol Liabedzka, Sviatlana Tsikhanouskaya's representative for constitutional reform and parliamentary co-operation; and Mr Alexander Shlyk, Special Representative of Sviatlana Tsikhanouskaya on Elections. 5 AS/Inf (2023) 10 Committee on Political Affairs and Democracy On 16/03/2022, the committee heard a statement by the rapporteur concerning the constitutional reform in Belarus and the Venice Commission's urgent interim opinion on the issue. The rapporteur also informed the committee that he had received an invitation to visit Belarus, noting however that in view of paragraph 18.2 of the Assembly Opinion 300 (2022), the visit could not yet take place. On 21/06/2022, the committee heard a statement by the rapporteur and agreed with his proposal to change the title of the report. On 12/09/2022, the committee considered an introductory memorandum. On 13/12/2022, the committee held a hearing on “The situation of political prisoners in Belarus”, with the participation of Ms Tatsiana Khomich, human rights activist, sister of Ms Maria Kalesnikava, laureate of the 2021 Václav Havel Human Rights Prize. On 25/01/2023, the committee held a hearing with the participation of Mr Bjørn Berge, Deputy Secretary General of the Council of Europe, and Mr Pavel Sapelka, human rights defender, Viasna Human Rights Centre (in presence of the Belarussian members of the Contact Group on Belarus); taking into account paragraph 18.2. of Resolution 2433 (2022) “Consequences of the Russian Federation's continued aggression against Ukraine: role and response of the Council of Europe”, agreed to invite, at every part- session, up to three representatives of Belarusian democratic political forces to its meetings, on a fair rotational basis to ensure engagement with a broad spectrum of political views; instructed the rapporteur to identify the relevant political forces to which the invitation should be extended; decided to inform the Bureau, hoping that the same representatives would be able to attend meetings of other general committees taking place during the same part-session.
