It is my pleasure to invite you to the special meeting of the European Council which will take place
on 16 July in Brussels.
We will start the meeting with the usual exchange of views with the President of the European
Parliament, followed by a family photo. In the first working session, we will then briefly discuss the
situation in Ukraine and the Middle East, in the presence of the High Representative.
For the start of the dinner, I have invited Jean-Claude Juncker, the President-elect of the European
Commission, to join us for an exchange of views on the strategic agenda for the Union in times of
change. Two weeks ago we agreed on this political agenda, which sets out five overarching
priorities which will guide the work of the European Union over the next five years. Tomorrow will
be a good moment to discuss the follow-up of these priorities with Jean-Claude Juncker.

In June, you also entrusted me with the task of conducting consultations in view of other
appointments to be made. I will report back to you tomorrow in light of the intensive consultations
that I have been holding on the basis of this mandate.
